[FEATURE] Reworked the rendering of the evaluation report, with clearer separation of all selections and a new feature to have scores per section. Therefore, the first criterion in the section should be of the new score type. Also introduced colors for all scores in the templates

[FEATURE] New feature for projects in call without merge: Download button for Annex documents to download the document without instructions. This is a new feature for project version documents. The download button will be available for Annex documents that have instructions, allowing office staff members to download the document without the instructions included.

[CHANGE] The rendering of the header for the evaluation templates is now in the code allowing dynamically created string, for example a conditional CONSOLIDATED badge for the evaluations with scores
