[FIX] Fixed problem that caused that the uploadable document in the management tab only contains the PO/FPP annex and skipped other document, even though they were configured to be mandatory for that version type

[FIX] Remove redundant call to the mailing system which sends the email to the Project Leader twice

[UI] Improved the UI for evaluation reports, moved the documents to a dedicated tab, added version costs and effort for project version evaluations and removed the filter which only showed final documents. Now all documents are shown in the evaluation report for PPR evaluations

[UI] Replaced the word challenge for domain throughout the full application for ITEA. Database tables are untouched,only the translation files were updated
